Totally depends on the situation, if you're attacked from behind and pull off a headshot no scope, it's prbably more luck than skill. If your turn speed is higher it takes more skill to no scope because you are likely to overturn. A good situation to measure no scoping skill is when you are in a corridor facing an opponent and you are both trying to no scope each other, so you are both jumping around to avoid getting shot and all the time adjusting your aim to kill the enemy. 1 shot, awesome, 2 damn good, 3 good, 4 ok, reload, you deserve to be killed so don't be surprised if you are.
