There's only one way to do it in my mind. Single player - Normal difficulty.
Now, before you go calling me a "noob," hear me out.
Single player allows the experience to be as personal and engrossing as you allow it. While it's certainly a blast playing Co-op campaign, the only way to fully experience the atmosphere, environments and characters on a personal level is to do it alone.
As far as the normal difficulty, it's the mean of each setting. Not too easy, not too hard; just enough to create a challenge but not to the point where you cannot fully absorb the game and everything it has to offer. Granted, you don't want it to be a stroll in the park, but at the same time, you don't want to be distracted from what's really there.
Now, of course there's going to be some kid that says "im SOO sick @ halo i can play on legendary and c everything dood!!1! your suxxor if you have 2 play it on normal!! nEWb!" Sure, everyone can beat Halo on Legendary, it's not meant to be impossible - if you feel you've got something to prove by completing it on Legendary first, then go right ahead. If you want to have the opportunity to fully experience Halo 2 in it's full splendor, then take it down a notch. That's my opinion anyway :)
After you beat it on normal, there's really no reason to play it on anything but legendary.
