I am going to cut to the chase. Every decent, playable game has 12+ players. Everyone floods to the servers with the most players, which are like five-ish dedicated servers. Right now, every game I play is just a massive cluster -blam!- fest, with nobody chatting, no sense of community, no sense of even playing the game or trying, because it is so laggy and/or chaotic.

Spread out people! Most of the maps on these server rotations are DESIGNED for 6-10 players! not 16!! Join that game with 3-4 people, and have some patience! You will have at least 8 people playing before you know it, trust me! We could have twice as many games going, and in my opinion, twice as good!

Yes, H2V has the same party system as the xbox version.

You can set it to Open, Closed, or Invite Only. Also, some games are better with less people, so the TC's point is moot. Some games need a lot of people to be successful/fun, but not all.
