No, it's only cheating in customs if you decide it is in your own ones. People who play customs together and all want to use them are hardly cheating each other.

No it is not. Bungie have stated that you make your own rules in customs.
Modified content and network manipulation are cheating wherever they happen. Glitches are only specifically outlawed in matchmaking (and in anyone's game you play where they have a no glitches policy in place.)
No even mods can be legal in customs. The party leader is who makes rules in customs. Now, no one mods in customs to win. the modding that happens in customs is generally used for fun, and you aren't going to call that cheating are you? That's why for things like modding and standbying that the Bungie banhammer picks up, you get banned from MM, not customs.
You'll rarely see network manipulation in customs, thats just sad, and probably is cheating. i don't see games where the object is who can standby best.
