One question that you have to ask is, where would they keep their weapons?
I know marines have belts and stuff (maybe elites too), but grunts and jackels-they don't look like they would be able to carry anything else around.
However, my opinion is that the Covenant would not issue more than one weapon to regular ground troops (Spec. Ops. probalbly), for the simple reason that they could just pick another one up from their dead buddies.

I just read another post which got me to thinking that another effect that could be added. Is like after an enemy has been hit by a nade or shot enough that instead of it dying right away it could maybe crawl along the floor or fire a couple of shots from the floor right before it dies. This could also add some animations for the MC such as him stepping or kicking the soon to be dead covie. Just a thought.

That's why I was saying that the Elites would likely carry two weapons, they are after all "Elites" as the name implies.

As for "belts" and the like. That's passe. The Chief could use some form of mechanism to bond a weapon directly to his armour, something similar to a magnet but, of course, more advanced.
