USB 360 Controller:

Plug into USB Port.

XP: Windows Update it.
Vista: Wait for it to install itself.

cause the charger plugs into a USB port, and to the front of the 360 controller, allowing you to play while you charge. hence the name :P.

He is trying to play on the PC with it, so charging won't do any good. The Play and Charge kit only transmits energy to the controller, not information. :P

I, of course, don't know, but are you positive about that? At my LAN center we use play and charge to get the right controllers to the right xboxes, even when we don't have battery packs in them.

The Xbox 360 is built to support the 360 gamepad right out of the box. When you plug in a charger to the wireless controller that doesn't have a battery pack, the charger acts as the battery, and thus the controller has the power to turn on. The charge kit also makes sure that the controller you're using is hooked up to the right console, but I think that's due to the characteristics of the console. Eh, I'm not sure.

Plus, what's the point of having a wireless gamepad if you're going to have to have it plugged in a charger at all times?

Yes, Kim is correct. When you have the play and charge kit hooked up to the wireless controller it is still using the wireless technology to communicate to the 360.
