Triggerhappy- You can ban people in Halo PC without downloading the dedicated server. First, you need to bring up the console. To activate the console, you will need to edit the properties of your Halo PC shortcut (if you do not have a shortcut to Halo PC, make one). Then, under the General Tab, and in the Target field, add -console to the very end, after the quotation marks.
Once in a game of Halo PC, if you wish to ban someone, bring the console up (press ~), then type
sv_ban username
where username is the nickname of the user you wish to ban. Press ~ again to exit the console and resume play.
In the event the user has a space in their name, you'll have to ban their player ID. To get a list of player ID's, type sv_playerlist into the console. This will bring up a list of users, each with a number next to them. Find the number next to the person you wish to ban, and then type sv_ban #, where # is the number.
Remember that this is a permanent ban- Unless you learn how to play with the ban list, I don't suggest playing around with this command.
