First things first, can you tell us your computer spec? The basics we need are CPU type/speed, amount of RAM, and your graphics card. From there we can narrow down your problem.
Your first problem could have something to do with faulty control input, such as a sticky mouse button/wheel, or a broken/sticky key on your keyboard. If you're using wireless, then that's another possible source of input corruption (electrical interferance of some kind), although it's unlikely.
Your second problem sounds like maybe something to do with your ram, or more likely your hard drive, since it occurs during loading. Overclocking ram is usually a bad idea, but I doubt you've done that so let's find other possibilities. You might want to try defragmenting your hard drive. This effectively tidies it up, putting all data like game files in one place instead of spread about. Your computer will hanlde all this so it's very simple, just go to Start>All Programs>Accesories>System Tools>Disk Defragmenter. If you're not using windows XP then it'll be in more or less the same place, have a look around your start menu.
If neither of those solve your problems, you're left with two alternatives:
1) Make sure all drivers, like graphics drivers and other hardware, are up to date. This usually involves visiting their websites and downloading and installing new drivers.
2) Re-install Halo. It usually works for just about any game which starts acting oddly.
