Of course some of the work has already been done for halo 3. If your task was designing the characters for halo 2 (for example), that job only lasts for so long during game development, letting you start on some of the new ones for halo 3. Even during development you always have more concepts than you can possibly use, so it just makes sense that you would end up with somewhat of a jump on the next project.
As for the Halo 3 controversy, I would be insulted if that game were to come out within 2 years of Halo 2. I had my copy of 2 reserved since April of '03. Sure the wait frustrated me, but as far as I am concerned, it was well worth it. I am in a fraternity with 40 other guys, and we have 4 XBoxes linked in our chapter house so multiplayer never gets old. My fear is that if 3 is released too soon, then 2 will suffer the same fate as Halo......gathering dust on my shelf.
If you want a truly spectacular game, you have to wait.
