Im from Norway and i wondered,if i buy the Special Edition over internet(gamesmix,amazon uk,ebay) can i play the Halo2 SE on my european Xbox console?

I think they're all in the same region. But the Special Edition will be out worldwide anyway.

Well, I understand they're all PAL, but there might be a region lock on the disc. It would probably be easier (and cheaper) to just pre-order the Special Edition version in a Scandinavian country.

No, what I mean is that I'm pretty sure that the region is the whole of Europe and Australia (bizarrely).

Well, if I remember correctly, there are seven different regions.

Region 1: US, Canada, Mexico (and perhaps Latin America)
Region (2?): South America
Region (3?) United Kingdom

I could see if Britain and Australia had the same region code, but I don't think that's true. If it were, I don't think Australia would get games as slowly as they do.

I'm sure Japan has its own region, as does (perhaps) China. That leaves two regions to cover all of Africa and perhaps the rest of Europe.

I think they're the same regions as DVDs, and Region 2 includes Australasia.

Nonetheless, Norway is in the same region as the United Kingdom. You're safe.
