I could understand a Halo RTS, which Halo started out as, but an RPG just seems to slow to do the Halo story justice. An epic war between hordes of aliens and the beat-up remains of the human fleet/army just cannot be portrayed using a character slowly leveling up, taking turns hiting(or missing) the enemy. Besides, what kind of abilites would you gain? And why should a Spartan, trained from a young age, have to learn skills? You should be able to instantly take the fight to the enemy and get your hands dirty.
That's my two cents, at least.
