hey why wont you try deleting all of the maps and then downloading them again

Try clearing your Xbox 360 cache.

Clearing it has been known to fix any “hiccups” with your Xbox 360 and may fix your problem. All it simply does is delete your console of all software updates so you’ll have to re-download them after.

1. Go to the Xbox Dashboard, select the System Blade, and select Memory.
2. Highlight the HD symbol and press Y.
3. Press X, X, Left Bumper, Right Bumper, X, X.
4. You will see a confirmation message to confirm system maintenance, proceed.

Moreover, another issue could be your Xbox 360's emulator or a damaged game disk. Try using a CD doctor type product or get it cleaned from a computer related store. You can receive more help by contacting Xbox Support , 1-800-4MY-XBOX and they'll assist you.

i am failing to load maps even after downloading them again. not just the new ones but all of them. help

Make sure your disk isn't scratched. If your shared.map is unreadable you will fail all of the maps.
