Well, is your friend with, or against you? If your buddy is playing against you on a different team, you won't be able to hear him/her. If you are hearing him/her through a microphone at first (meaning in the lobby), then the game starts, the person may be speaking too quietly to be heard through the television. They may need to position their microphone closer to their lips, or you may need to turn your TV up. To speak only to your teammates, I think (but I have been wrong before) you have to hold the up arrow on the d-pad. Maybe your friend should try doing that. If you don't speak through while doing that, sound comes through the TV (or so I think, but again, I have been wrong before).
I will edit this if I find out anything which contradicts me.
Edit: The white button also allows you to speak with teammates, but speaking directly into your microphone (or pushing the white in Free for all) will only allow others to hear you if you are semi-close.
