Well i think this is the closest thing to a forge fourm we've got.
:)That's good, and a very clever group ad, but we all know that the multitudes do not generally use groups on Bnet. The solution must be found in the public forums. To that end:

Halo 3 Forum works just fine for Forge discussion, as Forge is part of Halo 3. It's not as broad as Matchmaking, so it doesn't need it's own forum, like Optimatch. If someone has a cool Forge gametype, they should post it in the Halo 3 Forum.I disagree that individual threads in the Halo 3 forum are sufficient. The Halo 3 forum is so broad that if left as-is post release, it will encompass threads about storyline/plotline, strategies, gameplay complaints, control scheme complaints, UI and HUD complaints, weapon complaints, fan art, montages, shared files, Forge, and the more-than-occasional misplaced threads about clans, multiplayer matches, optimatch complaints, technical difficulties, and general complaints about the state of the Halo 3 forum.
If Forge gametype discussions are allowed in the general Halo 3 forum, it will be much different from the level of custom game discussion in the Halo 2 forum. The ability to create infinitesimally different gametypes means that every time somebody creates the slightest change in a gametype, they will make a thread about it. Forge is basically its own separate element of the game. Where in Halo 2 the general Halo 2 Forum could absorb customs discussions as just another topic of discussion for the general forum, I worry that the Halo 3 Forum will not be able to do so. Instead, the H3 Forum will become filled with Forge gametype discussions, complaints, suggestions, and so on, overwhelming and suffocating potential discussions of other elements of Halo 3 that are not matchmaking.
Indeed, Forge appears to be cool enough that I bet Forge gameplay will be at least as popular as matchmaking. If matchmaking deserves its own forum, then it's hard to argue that Forge and shared files will not.
I think that separating things out into different forums for different topics of discussion would not only help to focus discussion, but probably make the moderators' jobs easier. Fewer repeat threads, less activity in each forum, and more focused discussion for each forum can only be a good thing. Aside from the general setup pain in the ass, I see no drawbacks to creating a separate forum for custom gametypes and shared files.
