Everytime my brother plays xbox, all he wants to do is get skulls! He claims he wants to get them because they're mods and he says it takes skills to get them! He got a couple now and now he brags saying he got them and says i cant do cuz i apprently stink and he's all good. I am almost sure for a fact i can get them but i dont want waste my time! Anyway,I was wondring if a skull is considered a mod!

Yes, the term is an abbreviation of the word "modification", however, it's used purely in terms of a hardware modification, not an in-game modification.

So therefore no, skulls are not mods, however, they do alter gameplay.

And some of the skulls take no skill to get, some take tremendous amounts of skill to get.

Tell him no one will be impressed with him until he gets the I Would Have Been Your Daddy Skull(yes, it's real).

Wow what the hell did he ever do to you? He might be an idiot, but atleast give a reason. Its not his fault that his brother is an ass, and that he probably doesn't even have xbox live.

To your question, nah, skulls aren't mods because they are only part of campaign. You can't use them in multiplayer. They were made by Bungie, and are technically easter eggs. Mods just means that you can hack into the game and edit it to your liking, which to Bungie is a bannable offense if you do it during xbox live.

Skulls are not a modification of the original game. They are campaign mode customizations that are already in the game but just need to be activated. Anything done to the game that is not in the game is a mod. If someone created their own skull and added it to the game that would be a mod.

Bungie put the skulls in the game... therefore they arent mods. but on the other hand, they DO modify the game in some aspects so yes they are mods but they are legal/legit mods...
