Yes, they are against the rules. The person you're talking about runs this website: He's above the rules.

Site rule enforcers sometimes use attention grabbing titles to, well, get people's attention about rules. You can't do this in normal threads because it draws attention from other threads, and it's just somewhat annoying.

You can't make all caps threads or you get locked.

The Overlord is above the rules. He wrote the rules. No one seems to question God's immortality so don't question the closest representative we have to him on the forums.

All caps titles are made solely to garner extra attention. User threads should not need that extra attention, because if the thread is interesting enough to warrant replies, it doesn't need an all caps title. However, bungie.net staff may actually warrant an all caps title, if what's being reported or discussed is actually important. I think a thread which warns that a certain kind of behavior will result in a perma-ban for those who violate the new directive is in fact more important than "OMG HALO 3 RULLZZ!!"

Again, Achronos' all caps title warrant it because its utility. Its not more pointless self aggrandizement, which is precisely what most all caps titles on this site are. The difference is pretty easy to ascertain if you're rational.

I fail to see why this needs to be discussed or explained any further, so I'm going to lock this.
