Do you have a router hooked up? or are you plugged directly into your modem?

If you have a router hooked up, log in to it (connect to it on your computer) and make sure the following ports are set to Open or Enable

UDP 88
UDP 3074
TCP 3074

make sure your friends have done this as well.

If this doesn't work, try connecting straight to your router.
If it works with a straight connection, you have a problem with your router.

Pfft, get Cable if you're gonna do that. It's XBL, it's been weird since the rank reset.

Perform an Xbox Live connection test and if your NAT reports as "moderate or "strict", it may be that.

These are suggested steps that may get your NAT fixed and able to connect to your friends.

Follow the directions:
1) Write down your IP that your Xbox 360 is reporting.
-Systems tab
-Network settings
-Edit settings
-Now it will display information including your Xbox’s IP address.

2) Go to your PC and connect to your router via its address. Ex. 192.168.0.1 (keep in mind everyone’s is different so check your router manual if you don’t know what it is)
3) Go the DMZ (de-militarized zone) section in you router settings.
4) Set the IP which your 360 is using to be outside the DMZ.
5) Go back to 360 and reboot it. Also reboot wireless gaming modem unless you have a cable hooked up to your 360 direct from router.
6) Do a "connect to Xbox Live" test and make sure the NAT test reports as "open" after the test is complete. If it still reports as moderate then you have not set the router /IP correctly in the DMZ.
7) Everything should work now.

Furthermore, this Xbox Support page may help you further on your NAT issue. If you still are having problems with your NAT, contact Xbox Support , 1-800-4MY-XBOX and they'll assist you.

the nat thing sounds about right. make sure you have block anonymous int. requests off if your router gives you that option. also make sure all your other firewalls allow bungie and xbox live.
