Ok, first, I suggest going to http://www.gearboxsoftware.com and looking at their forums. Their info will be most helpful. Second, do you just want to play maps that other people make in Halo CE, or do u want to create ur own maps?? If wanting to create your own maps, u will need a tool like either 3DS Max or G-max (both are from http://www.discreet.com) but 3DS Max is a 30 day trial of a $1500 program. G-Max on the other hand, is free and has everything to satisfy the needs of any gamer. The only difference is some options and the material editor. To actually find maps, check out http://files.halomods.com and go to thier Halo CE forum. All the latest maps will be posted there. If any other info is need, plz pm me or just kep askin questions. Hopefully i have been of sommme help.

http://www.cortana.org/tafs/files_patch.taf has a list of mirrors.

And yes, you need HaloCE to be able to play CE maps. Once you have CE installed, drop the new .map files into C:\Program Files\Microsoft Games\Halo Custom Edition\maps (I recommend putting a shortcut to the maps folder on your desktop to make it easier). Once you put the maps in the folder, you just start up HaloCE and you're ready to join servers running those maps.
