It is almost certainly you. I am an ISP problem solver tech, but I need more information to help you.
Can you please post more info about your network configuration (devices, order, model #'s, etc.) Do you have DSL or Cable? Where are you located? Have you tried connecting your 360 directly to your modem and rebooting all? Please list status lights (LEDs) order...i.e. what is sinking?
