I think my issue is with EXP points. On Bnet it shows -4. My EXP should be 33 but it's at 29 becasue of the negative score. After reading up a bit on the issue, bungie states that EXP points will be deducted if players tipically quit a ranked game, usually a team game. I have not quit any game yet, so I am wondering if anyone else has experienced this and if they know why it happens. Not a major issue, I just want answers that's all.

Mmm, I had the same question myself, but I couldn't be bothered asking it. I've disconnected from enough games for my rank to be adjusted the way mine has. :/

Can it not be determined if someone has not finished a game due to network issues or if they chose to quit?

Surely a loss of connection shouldnt be punished.

I am sure bungie has their ways but I do not know of too many players that are having this issue. I guess that as people play and they become aware of their stats, then maybe it will change things. For the moment, waiting it out and seeing what happens seems to be the only option. I do agree that a loss of connection shouldn't punish the player, now if someone quits deliberately then that's a whole other story. I have not played that many matches compared to some people but I do know that I have not quit on any of them.

The problem is that they wouldn't be able to distinguish between a genuine network problem or someone pulling out their cable to avoid a loss on their record.

Yes, that's exactly the problem. In addition, there is some measure of user responsibility in making sure they are playing with good network connection. So, if you leave a team game, you are penalized for it. I understand that sometimes you can't avoid network problems - heck, look at my stats, it happened to me as well. But the alternative is worse. This way, even if you quit in a non-ranked game, it has a consequence. In Halo 2, quitting had no consequence except in a ranked playlist. Personally, I'm willing to accept a few penalties that I got from a network issue if the quitters are given a consequence to their actions.

I have never quit any match yet.
However I did get -1exp once and it seemed like it was either everyone elses connection or the servers which had the problem.
I was in team Slayer matchmaking and it found some players and connected to them, the round then went to begin but everyone dissappeared from the palyer list and the screen came up with the end of game message saying my team had one although no game had been played and there were no players apart from me on the list. I then checked my exp and it had went down.

It is hugely unfair for this to happen.
I suppose it isn't a big deal as it has only happened once but it would be annoying if it happened a lot.

One other issue I have is I have been in a couple of matches were it seems everyone is having a but of lag, but you have to resist the urge to just quit as it will cost you exp. Any other game if there was severe lag on a match I would just quit and try again but I don't want to lose my exp due to this.

I really like the way EXP works. Like was mentioned: Now there is actually incentive to keep playing and not quit. In Halo 2, all games were just random because you never knew when someone would quit (Or you did: Like losing half your team if your team isn't ahead by 10 points within the first 30 seconds of the game). I view the red mark in our record (That shows how many EXP we've lost, historically) as being somewhat like Ebay's feedback system. Yes, people will have some negatives on there, but we all know that sometimes it's not their fault. We will only look at that number to see if someone has had a particularly bad history of disconnects.

I think that you answered your own question in the opening statement.

The helpfulness and civility would be instantly buried or lost in the Halo 3 forum. Why not at least give one question a chance to flourish and benefit from time to time?

Moderation is about judgment and making decisions. They're not always going to be agreed upon... but if some benefit occurs, perhaps it was better to bend than break.
I don't have any problem with it... I was just curious. Personally, I'd love to see all discussions play out like this one. I realize, though, that the current population of the Halo 3 forum makes that impossible,

It just seems that judgement of this sort is not really applied consistently. One might make the argument of favoritism, when most posts are simply moved and left to die, while a select few are answered helpfully and allowed to remain.

Although I primarily agree with you, I think the Experience deductions are flawed. However, I'm not sure how to fix it either. I know checking the timeout may sort of help, but it certainly wouldn't completely determine quitters from network issues.

I know I have only quit 1 game to play with a good friend who came online. yet the other day it said -4. So I could assume that the rest of the deductions were for network issues. I'm using the USB Wireless adapter since that is the only way I can connect at the post-secondary institution I work for. For the most part, everything has been fine connection-wise, except for the last 2 days. Atrocious lag. I mean, way over 25 seconds to respawn. And invisible grenades, kills not credited, when they show up onscreen, kills being taken away (I'm not thinking assists either).

I'm fine with a few experience points being deducted, but if it's because of network issues and that issue will keep piling up negative points when the network lags, I'm a little worried about playing a game that's going to deduct points based on my unavoidable circumstances. In the very least, I try and apologize over the network to my teammates for my seeminly 'lack of kills' during the last two days and they understand, but I'm not sure if you could trust teammates to vouch for your troubles to 'veto' negative experience points.

Someone here said that the EXP system "motivates" you to keep playing... agreed. But it also makes torture worse! Today I was playing Territories (or Land grab? idk, the one where there are attackers and defenders, they both suck anyway), it was 5v5 but two guys got lagged out, on the second round!! It was FREAKING TORTURE playing the next rounds cuz we were getting our asses kicked but we didn't want to quit because of the EXP penalties.

I guess it has it's ups and downs and to be honest this one is a really bad down, there should be a surrender option =P. Anything that wont make the game boring and annoying, cuz that what it was in the end, my team killing each other and just throwing stuff in the man cannons =/

I think overall the system works pretty well, nothing is perfect, well apart from sponge toffee pudding or a cornbeef and brown sauce sandwich (mmmmmm)

But at least Bungie saw something in Halo 2 and thought of a way forward to fix it. Thats the kind of forward thinking that is good.
