Anything on a forum CAN turn into a war: Post counts, avatars, signatures, etc. But that doesn't mean it will. If you added a rules similar to what was said above - Bumping before a (24, 12, 2, .5) hours is a bannable offense - then you might not need to worry too much. Its really easy to see bumping, since it is generally just a double post made to quickly and with the purpose of bumping.
Some things are more likely to turn into a "war". As our avatars are limited to the ones Bungie gives us or our Halo 2/3 Emblem, they're much less likely to turn into flame wars. Post counts could turn into a flame war because two members could create virtually the same topic, and try to bump theirs to the top so that "their" thread is superior. Proof. I had asked someone what compelled them to bump a month old thread.
Monitoring "Bump Interval" times is something that just adds more to the moderators' work load and is pretty pointless. The "no bumping" rule is fine and shouldn't be messed with.
