There is actually a guide at the top of the forum. I'll quote the most pertinent paragraph here:

So after that, you're going to need to get them to Bungie.net. Lucky for us, the web team has taken care of that part. Assuming everything is working correctly, every picture you take will be automatically uploaded to you “Recent Screenshots” tab. (You might run into a problem with this. If that happens, see the solution discussed later in this guide.) This is the first page you see when you select “Hi-Res Screenshots” from your Halo 3 service record page. You don't want to leave all of your pictures here though. As the name implies, it only saves 30 of your most recent shots. For any pictures that you want to keep permanently (You can have up to 20), you'll need to save them to your Service Gallery. This is done by clicking the “Save to My Gallery” link under the screenshot that you want to save. It's on the far right of each box, under the five rating septagons, as you can see in the image here.

If there is anything else you want to know about screenshots, I would suggest reading the guide.
