"It's not who I am underneath, but what I do that defines me."

Is anyone else experiencing this problem? I click on a topic and this pops up instead. I usually just hit refresh and it'll actually go to the thread, but sometimes it doesn't.

Yes, I did use the Search bar and checked the Bungie Community pages, and I haven't seen this yet.

Mourne not your comrades who must dwell / too strong to strive -
Within each steel-bound coffin of a cell, / Buried alive;
But rather mourne the apathetic throng / The cowed, and the meek -
Who see the world’s great anguish and its wrong / And dare not speak.

It might be an old friend popping up again. When that happens, try change the page number in the address bar to one page down. That should fix it, although it could be a new bug with the same symptoms.

That happens on some of the longer topics (I asume you were looking at the topic on how to get the Recon armor over in the Halo 3 forum).
It can mean that some of the people who posted ended up getting blacklisted for some reason or another. When this happens the topic thinks that (example time) 26 posts(enough for 2 pages) gets created, but then a person gets blacklisted for something else they might have said. This ends up deleting all the posts they have made, and brings that topic back to 1 page(or 24 posts) , but for some reason(unsure as to why) the servers still think there have been 26, so this is when you can end up with that topic not found page.

This is usually the reason I have seen, but I'm sure Overloard Achronos knows of this and it's usually a minor thing, just do what the other person said and try clicking on a page thats one or two before the last one.
