You have to be extreemly resoursefull when playing Halo 2 on Legendary. You don't get as much ammo, the Covenant don't seem to ever die, and something like 5 plasma shots takes down your shields and one more kills you. In short don't feel bad about it taking forever. You should definately beat it on Normal or at least Heroic first to get a feel for the game and see how the weapons all work and what works well together, if you haven't allready.
I used any weapon i could find in that room. I tried to blow them up with grenades as much as possible but they don't seem to do as much dammage as they used to. I think i used mostly the Plasma pistol and the Battle Riffle for head shots. Dual Needlers are good when you can get them too. Dual Plasma Rifles are good if there is nothing better, but the best is probably the Plasma Pistol and someother human weapon depending on the range. Its always good to keep your distance when possible. Even when you have the shotgun (you won't at that point) its not the unstopable moster it once was so it you shouldn't rely on it too much. Back to the room in question though. I was always rotating possitions in that room. I started by the boxes by the enterance, then i went up stairs till I would run low on ammo and have to jump the railing and get back to the lower floor quickly and trying to minimize the time i didn't have cover. Occasionally i'd have to sneak up closer than i wanted where the Covenant pour into the room to get more ammo or a fresh plama pistol.
Just keep at it, because if you don't have the patience to do that part, then you will go insane when you have them damn Jackals with sniper rifles.
p.s. I beat Halo 2 on normal and heroic, right now i'm in the room where you kill the Prophet of Regret.
