okay, so bungie.net will warn/ban you for saying noob or posting a thread in all caps, but you can be an -blam!- and compare people to lobotomised monkeys and make fun of people with mental handicaps and not get blacklisted. wow bungie, your logic of discipline is so overwhelmingly just!
I have to be honest. Despite its apparent simplicity, this post is one of the best arguments I have ever seen regarding rule enforcement. Your logic is excellent here, with just enough use of hyperbole to make things sound unjust.
The problem with your argument, of course, is that you are complaining about moral unfairness. There are two responses to what you've complained about:
1) This is not meant to be a "nice" forum where spamming and general forum misbehavior is fine as long as you do not hurt anybody's feelings. Outside of the written rules, moderators do not make judgments about the content of a post. As long as no rules are broken, you can say whatever you want. The rules that are in place are there to encourage discussion and discourage posts that add nothing to the conversation taking place here. Thus, the rules you see are those involving spam, unnecessarily attention-grabbing posts, trolls, and posts or words that serve no purpose except to inflame others' emotions. Once it's determined that none of those rules have been broken, the moderators wisely refrain from making judgments about the actual content of a post and allow the discussion to proceed.
Despite the frequent reminders that "Bungie controls everything, you have no rights," you are pretty much free to speak your mind in these forums about any subject you want, provided that you are complying with the general purpose of these forums as I mentioned in the previous and the following paragraph. I would argue that if it were any other way, you would not enjoy your time here nearly as much.
2) If all you want to do is write spam and all-caps sentences, I suggest that you open up a handy word-processing program and do so to your heart's content. The purpose of a discussion forum is, as the name rather explicitly implies, discussion. If your post leaves little to say except "wow 10,000 'Z's in one post, good job," then you have probably not entertained or engaged anybody but yourself. Once again, there are word-processing programs for that purpose. Here, you should seek to engage your fellow forumgoers's minds and enjoy the discussion in that way. Much like you have done here in the Community Forum.
Hope that answers your questions a little more fully.
