I have found that if you play on legendary, you don't actually need the skull to hear the bulk of the marines lines. If you don't mind playing really slow, you can get the marines to say vitually all of their lines over time by bumping into them, pushing them around, zooming in and out at their faces while standing very close, and continuing to swap weapons with them. Any of those actions will prompt them to give up their lines over time. I would wager that I am still missing some of the in-combat lines, but I have noticed over time that I usually hear one or two that I did not hear before during a new run of the campaign. One of the funniest guys is the black marine, if you can get him to stay alive with you to the checkpoint in Delta Halo just before you get to the sniper in the waterfall area. I have only gotten him there alive once, but it was almost a half hour's worth of very funny stuff after I did. It is unfortunate that for the most part marines don't survive long enough to get to more than one or two of them in between battles, but it seems that different ones die often enough that eventually you get to hear each one of them after things calm down. I know I am not the first to try, but after about 100 attempts at actually getting the skull, and not finding it there 95 of them, I found maybe this shortcut?

IWHBYD is incredibly easy to get with the perm camo trick, and patience. In 16 shots, you'll probably get it to spawn at least once. That's only.. an hour and a half at most. Beats pushing the marines around for 4 hours each level.
