The Xbox Live users that have a Stanby modem cannot be banned without a warning.. They are not guilty of anything and it cannot be labled as cheating. If they were not givin Any Type of warning or rule of not to press stanby you have nothing against them. remember You make the game, rules, and We JUST PLAY. So wether or not They thought it was cheating or not you cant ban them Unless you warn them first. ......

So Bungie. Not to go against anything you are doing here and a GOOD JOB to that.. But plz state the rules and regulationsor atleast warn people before you ban everyone for doing something.. P.S. Great Job with Halo 2 and Xbox Live and things keep up the good work..
And Dont take this personal or anything but im just stating my Mind.. Sorry . -_- ~_~

You do have a warning:

From the Xbox Live Code of Conduct:
• Don't cheat in a game unless cheats have been deliberately enabled.
...
If you violate the Code of Conduct or the Terms of Use that you agreed to, action may be taken against your account....Depending on the severity of the offense, you may even have your account terminated. Microsoft is not obligated to send you a warning before these actions occur.

So what is cheating, you say? Well, that's up to your common sense. Does pressing standby on a modem give someone an unfair advantage? If you walked into a store, would you steal something just because there is no "Do not steal" sign?
