Here is a theory: Prophet homeworld! *Contact Harvest Spoilers ahead!*
MKay, so, according to Truth, the Prophets homeworld was not actually nova'd 3,000 years ago. Instead, a few thousand years ago, abunch of prophets baracaded themselves in the dreadnaught as a protest over some kind of interpretation over their religous doctrine. They accidently set the ship into take off mode and ripped a large part of the planet off with them (which latter became the basis of High Charity). Later, when the covenant was formed, they lied about their planets death because the prophets they left on the homeworld believed the same thing that the elites had originally believed about forerunner relics. IIRC from, uh, Stargate, there are a few dwarf galaxys (clusters of a few hundred stars) outside the milky ways rim. The prophet homeworld could be there (along with the ark, but they would obviously be quite a distance away), and after a few years/a century later, the Chiefs ruined ship stumbles upon them! That'd make a nice opening chapter for another book, a bunch of prophets are staring at him in the cyro tube! Oops! This would explain why that planet and High Charity have similar blue lights on it.
Mendicate Bias being on the Prophet homeworld would also make more sense if it were near the Ark, since thats where Offensive Bias sent him after kicking his butt.
Is this theory plausible?
