The premise: you pick the map, you pick the location, you pick the weapon, you pick the types of targets, then it starts...
For example, you pick sniper rifle, blood gulch, and a spot behind the warp; the game starts, and computer-controlled enemies do things such as walk to the side, run to the side, drive vehicles, etc. You get unlimited ammo--basically you just get to improve your aim with moving targets.
How many times do you really get to practice leading a warthog with a rocket launcher from across the map, unless you've got someone to help or are REALLY dextrous? This way, you can move yourself to any angle, with any weapon, and practice every kind of shot you might be forced to take in a multiplayer game.
This would have two very nice benefits--first, you can practice your aim, and second, it would be a whole lot of fun.
