Can't the disc cleaners that gamestore's often use alleviate those rings?
This thing works best for removing scratches on discs. I've been using it for a few years now; repaired Halo 2, endless DVDs and audio CDs, PC discs, etc., multiple times to "like-new" condition. My disc was so scratched up that it seemed to have effected texture loading speeds for Halo 2... it made for some mild entertainment when everything is blurry in a cut-scene. Fixed it, of course.
Something else to get is a disc that has brushes on it to clean the laser lens of your consoles and other disc equipment. That makes a difference, too.
Problem with it is, that it removes scratches by basically buffing away layers of the plastic coating. It makes the disc literally thinner, weaker, and if you repair it like fifty times, it will break the disc. It works well, though; I haven't had any discs become too weak to store or use properly, or break.

EDIT 2: I forgot to mention that the rings put into discs as a result of misuse of the XBOX 360 game console are often far too deep to repair. Ever.
My 360 scratched my disc also, I did some research and saw that you're suppose to use bakingsoda based toothpaste... I didn't have any so I used liquid foot powder mixed with liquid detergent.. It took a good 1-2 hours of buffing and cleaning to get those rings off the cd and the disk stills smells funny but it worked!!
Maybe next time I'll just go to the store and buy the disc cleaner thingy... sounds a lot easier.
