You have it the other way around, kid. You actually have to have skill in Halo 3, not power weapon abuse like in Halo 2.
First of all, there are as many power weapons in halo 3 than there are in halo 2
but if there were to be more power weapons in halo 2, then i would say:
It's the power weapons that made Halo 2 a better game, because a team had to have a strategy, for example in lockout, one would grab sniper, then hold BR tower, but a team would have to make sure to grab the sniper once it spawned again - same with sword. It was this competition to grab the power weapons that made halo 2 more strategy based.
The difference being in halo 3, the power weapons have little touches that make them slightly less abusable. I mean, they're still power weapons, but the sword has the delay when you switch and shorter lunge, rockets don't lock on anymore and have less splash damage, the sniper has a slower rate of fire and slight recoil, etc... Controlling them is still a strategy, it just takes a little more effort (and imo skill), and power weapon abusing is less dominant than vanilla Halo 2 because while the assault rifle isn't perfect, it gives you an almost fair chance to outwit and defend yourself against power weapon users, at least more than the SMG did.
In Halo 3, the team with the better aiming and maneuvering might have a disadvantage to power weapon holders, but they still have a chance to win depending on how much better they are than the other team, and (again imo), having good aim and maneuvering should matter more than holding a power weapon to kill those with weaker weapons.
