You should add a note at the top or bottom that tells people that each forum has specific rules that vary between the froums and posters should take note of these forum specific rules (For an example of forum specific rules, look at the Flood stickies).

This is a well-arranged thread, but I think that most people won't really find this until they're either blacklisted or already know what the forums do.
I would actually suggest that perhaps the Web Team should consider making the Forum description on the Forum listing page a little better.
Another suggestion along similar lines would be to make an "intro page" for each forum - that shows up the first time a user enters a forum - which shows, in bold, the purpose of the forum, lists the forum rules and links users to the ToS.

But I don't know. This is nice, and it's a good thread to redirect new users to, but threads like this are actually relatively common, and they normally die because it doesn't help stop or correct the influx of oblivious newcomers, spammers, and...well...idiots, into the forums.
Part of this is because topics like these have to be posted in the Community Forum - otherwise, they'll be off-topic, and it's quite hypocritical to have a guide thread that's breaking the rules.
But another part of this is because a lot of people just don't care. People who really genuinely want to know more about what's going on will be able to read the rule stickies, and those people just might benefit from a thread like this, but frankly, a lot of the "problem posters" out there just want to get out and post without being bothered by having to do something like reading some boring rules, let alone a guide. That fact doesn't translate to mean that everyone who has that mindset is a jerk, or that they won't last long, which is the problem. I didn't read the rules threads until months after I started actively posting (of course, it wasn't a problem for me since I have common sense and I didn't break any rules).
Anyway, the point that I'm trying to make is that this thread is helpful, but it likely won't change anything except for maybe a dozen people. Of course, if this becomes a sticky or something, the number of those who were helped. will grow, but it won't eliminate the problem.

Either way, I don't want to seem like I'm trying to bring the thread down (Hopefully, this is a rough draft, which is why I was commenting on the concept of the thread).

Rokit, you might want to add "no blogs" to the Flood section, and I'll also put it out there that you might want to consider creating links to the rules thread of each forum. Or, rather, even changing the link targets to direct users to the rules thread as opposed to the thread listing. Because, after all, users should read the rules before they're let loose in a forum. That's not very practical, but if we're trying to help via a side thread, then we might as well promote reading the forum rules and the ToS as well.

Your comments are as welcome as anyone elses, and exactly what I was looking for. I share the same views as yourself; which is partly the reason why I posted this. From people who don't care to people that will eventually find out, I posted this to help what people I can. Yes, there have been others, actually, there have been millions of them. But personally, I just hope that we will get a thread like this again in every forum. After the incident with the hack, we haven't had this type of thread; even though we really need one again. Sure, it may be the influx of members, but none the less, the Forums are decreasing in activity, in my opinion, because people don't know where to post what now days. I will surely add to the original post in a few hours, once I have more time, and add what you have told me.

I wish I could give some constructive critisism/fixes but everyone else already beat me to it. =P

The only problem that I see now is that members who are posting in the wrong forums mostly don't read other posts in that forum (mainly stickies) to see if its the proper place to post.

Either than that its a nice, detailed explanation of what forum is suppose to be used for what.

Alright, the original post was updated. I added links to the rules. I was going to link the rules as you said, Cavx, but I sort of ran into trouble with the Files Forum's, and those forums that don't have rules. So, I just added a link to the rules. I have also added 'No Blogs' to the section under The Flood.

I see that problem as well. I have also noticed however, that although the rules in each forum do contain the rules, there are only a few however that seems to hold a 'directory' to each forum with a minor explanation and that's Underground, Halo 3 Forum, Halo 2 Forum, Halo 1& 2 PC, and the Halo CE Forum. It's clear that many of these off track posters just took to the first forum they found and went posting away. That's why we change the first forums they find; "Maybe a simple shift in where the forums are listed would satisfy. Halo 3 to the top and sift out most of the cohort." Halo 3 is simple enough to grasp, so long as it's presented to them on a garish silver platter sprinkled with epileptic dust.

Or that The Flood is not about The Flood from Halo.

Just make the Flood, instead of no Halo topics: "If it belongs in any other forum, put it there for you own safety. The Flood can be scary."
