In theory, but not all matter can undergo nuclear reactions. Plus, it is an extremely miniscule amount of matter converted to energy. less than 0.0001 % in fusion reactions, and even less in fission reactions. Anti-matter reactions are the only 100% matter to energy reactions. But that doesn't even exist anymore, it has to be made in labs.
