Meaning, that without being able to make more combat forms, the Sentinels could easily destroy/[color = red]contain[/color] the flood. Guilty Spark is all about containment. Now comes the Arc. The Arc is built before activating the rings to be inulnerable to the rings' blasts, or exist outside the blast radius, and contain the Forerunner designated to survive, reproduce, and [color = red]"Reclaim"[/color] the Forerunner empire. Humans = forerunner. Now, the retarted Covenant comes along, saying "Oh look! Stuff we've never seen before, and can't explain. Let's worship its creators like gods, and copy their inventions. LOOK! A ring. Let's play with it even though as far as we know, it could destroy the universe. And so the Flood was released. Killing their food wasn't supposed to starve the Flood, just leave them with no combat forms so they could be contained.
