I think I got it. How I solved it was by going to Nvidia and dowloading an OLDER driver. It was the last one to be "WHQL Certified". I downloaded the driver exe file to the desktop and restarted in safe mode. In safe mode I went to Device Manager and uninstalled the "video adapter" (my Geforce card), making sure to select "no" when asked to reboot. I then went to "Add/Remove" programs and uninstalled the Nvidia drivers, this time selecting "yes" to reboot the computer (and restart in safe mode again). Once back in safe mode, I clicked on the driver install exe file on the desktop and it installed to c:/nvidia/win9x/40.72 (you will receive an error that the device is not installed but that is ok for now), then clicked "yes" when asked to reboot and allowed Windows to start normally. Windows then detected my video card and asked to install drivers. I clicked "specify location" and browsed to the folder where the driver was (in this case, c:/nvidia/win9x/40.72). I then clicked "ok" to install and "yes" to reboot, allowing Windows to restart normally. Once Windows restarted, it asked me if I wanted the Nview Desktop stuff. I selected "cancel". I then ran DXDIAG and everything worked and the driver registered as "WHQL Certified". I opened Halo and it worked! The older driver apparently doesn't support all the decals and video eye candy but it works!
I'm running WIndows ME with a Geforce4 MX 440 64 meg (hey, I got it for free).
