I wasn't saying plasma doesn't do as much damage as bullets (although, using almost as many shots with a human pistol as you do with a plasma rifle is totally ridiculous). I was saying that plasma should be more powerful in general considering it's leaving gaping holes in everything it hits.
I know you love to cite your little damage charts, Hikaru, but think about it a sec. Most (or at least half, I forget exactly) of those plasma hits were made after the shields were broken. If you hit an elite in the neck with a bolt of plasma that can burn a nice sized hole into the walls of the PoA, then there is no reason his head should remain on his neck after it has its own searing hole burned through it. It just doesn't make sense to have to use over 3 hits on skin or armor directly to kill something. Now I know Covenant armor could be super-resistant to plasma, but much of their body is exposed. Hitting them on bare skin should burn off whatever you just struck.
That aside, in multiplayer it takes about 4 shots to penetrate an enemy's shields and another 12 I think to finish him off with the plasma rifle. That just seems completely backwards. If he's getting hit with plasma holes are being burned through his armor and into his skin. Getting hit in the face would be instantly fatal. Now, I can understand them not making it realistic in multiplayer for balance reasons, but they've no excuse in singleplayer
I guess Bungie just doesn't like to think logically with their damage system.
