Shooting them in the head with "rocket lauchers" doesnt even kill them.

It's called lag. There are no infinite health hacks for HaloPC. The server-authoritative netcode makes that impossible if you're playing on a dedicated server. (If someone is hosting the game on their computer, it's possible they have a mod installed, but on a dedicated server you have nothing to worry about. You can tell if someone is the host because their ping is 0.) Also, he could have had an overshield.

With the rocket launcher, you have to lead your shots. Don't fire directly at the guy. Fire where he's going to be in a half second or so (depending on your ping, since your ping determines how far behind the "real game" your PC is). If you fire at someone and hit them in the face (on your screen), if the rocket missed on the server, they won't die. What happens on the server is the only thing that counts, which is why cheats are impossible.

If you're really interested, I explained how server-side netcode works and why that makes cheating impossible, and how you can learn to lead your shots several threads down somewhere. I'm too lazy to type it all out again right now.

I've met a few... and they must be hackers. I've been playing against them when they're in a banshee... there's no lag, I get a shot directly at the front and get a direct hit. And they don't -blam!- die! I've hit some fliers in Banshees with the Scorpion cannon, and they haven't died! That is undoubtedly proof of some form of hacking or cheating occuring.

There's always lag. You rarely notice it because of Halo's prediction code.

Thats the exact same thing that happens to a warping hog. It looks like you hit it, but in reality on the server you did not, so your PC has catch up for its mistakes which causes the warping of hogs/people flying through the air/banshees, etc. Try playing the game by sound more than visuals. Base your shots of the "beep" instead of the shield flare and youll find you do much better.
