An interesting question. Here's a thought: Assuming that the forerunner are the most advanced race in the galaxy at the time of the last flood outbreak *laughs* sounds like galactic acne or something. Anyway, if they were advanced to the point of constructing small planet sized structures with an insane amount of detailed architecture, genetic engineering, and superior (well, maybe) A.I., then I'm assuming they were the only creatures with F.T.L. travel capacity. Think of where the flood wouldn't be able to go should they ever get loose AND where the forerunner could go to get clear of Halo's blast radius. My thought is A. a different time/dimension (of course, I'm partial to the Jjarro connection), or B. a different galaxy. You think the distance between the stars is huge, try between galaxies. The forerunner figured that they would have plenty of time before any other race developed sufficient technology to reach them, to hopefully to find a counter to the flood threat. I think that they could return, but that they won't unless some threat seems significant to them on a galactic scale. Say... if the Covenant released the flood somewhere else? What better reason can you think of to draw off the forces from earth? The Forerunner regard this galaxy as a timebomb waiting to go off, and I think over time they've taken an apathetic, but not a nonexistant stance, toward this galaxy and its problems. That's why all forerunner technology is running on auto pilot, and why the covenant was freely plundering their technology. Just a thought... or 7...
