I think that this also comes down to expectations of resolution.
For example, when I am here, because of my inability to keep my mouth shut, people know that I am here and notice that spam reports get resolved either when I encounter problem threads while patrolling, or when there are sufficient reports to put a specific post/thread onto our notification system.
Many times, problems are taken care of before that thread gets many replies.
My question is, what is wrong if a member makes an inappropriate post (or spams, or flames, or violates rules) and that post/user is not seen or addressed for..... a couple of hours? How is that terrible? If it is reported... the Matrix has them. We are going to see them (whether it is realtime or after they have gone to bed) and we are going to deal with them. It's not like their text is going to disappear or become hidden because a few hours have passed.
I don't see the major problem. Sure, it is annoying (and a little disappointing) to make a spam report and not see immediate results to clicking on the link. Just like people want to report someone for cheating on XBL and watch as their account bursts into flames before their eyes.
But the reporting system works, anything that is reported, we get to. So if Johnny is being a tool at 3 AM and there are not any ninjas around... members who took the time to click on the report button have all but guaranteed that Johnny is going to get reviewed and spanked. But they may not be around when the spanking occurs.
A disruptor (even a remarkably prolific spammer) is not capable of making the forums unusable. They are (by definition) just a disruption. There is no need to worry about that member if you have reported them. There is no need to reply to them, make threads about "does ____ deserve to be banned?" or any of the other forms of attention that certain types of disruptions crave.
In terms of banning, you are correct. However, with threads that should be locked, it is almost like bumping. People find the thread so annoying that they have to post repeatedly about how much the poster "phails" or other nonsense. Every member will continue to do this until the thread gets locked and useful topics get smite to the ground. This is the main thing that annoys me.
