We gather feedback. But that's only part of the story. We also have to base our decisions on available data from the game (like veto stats, custom games being played, weapon heat maps, etc). Remember, the forums are a vocal minority of the people who play the game. Listening to only the group think present here is unwise. To be sure, there are lots of valuable insights present here, but at the same time, there are a lot of bad ideas too. Focusing too much on just this forum's feedback gives us things like Rumble Hardcore - a Halo 2 playlist that people played less than Team Tactical.
Adding to that:
Not everyone who plays Halo posts on the forums. Bungie needs a way to make sure "everyone" is happy. The majority of everyone on the planet is way higher than the people who post. Gathering feedback from just them and making the playlist changes will unbalance the playlists. The B.net members will play on the playlists while the higher group doesn't. Gathering data from everyone will ensure that the playlists are more balanced and that a stable number of people will play on it.
