What should I consider buying for my PC to improve Halo 2 performance?

Processor: Intel Pentium 4 (2.53 GHz) (Single Core) Intel Socket 478.
Video Card: SAPPHIRE ATI Radeon X1550 Series
HDD: 60 GB IDE
RAM: 1 GB (2 x 512 mb)
Internet: LAN

Price ranging under $150.

While Halo 2 is running, CPU usage is full and memory usage is around 70-80%

Using 83% of my HDD currently.

Also the AR is actually good in CQB now and no longer a glorified baseball bat.

I'd go for another gig of RAM.

You won't be able to play anything new, doubtful even at the lowest settings, really. You're long overdue for a complete overhaul. That means you're going to spend more than $150.

It depends what you want to play here. If you want to play Half Life 2 or such (now older) games, then it'll perform decently. Perhaps stutter at a few massive areas.
If you want to play Crysis, Universe At War, or such games: Not gonna happen.
