You need lotsa stuff :)

You need Halo:Custom Edition, the Halo Editing Kit, and 3DS max.

Halo:CE Download

HEK Download

3DS Max trial (click on the box on the left for the trial)

You will also need the blitzkrieg exporter to make your 3ds files into files that can be used by the editing kit. Unfotunately I can't find it right now, but go to the Gearbox software forums or cortana.org for the plugin. In addition, you need to get Paintshop. Go to jasc.com and get the free trial.

You will definately need a tutorial to help you. It gets very complicated as the tools listed above are what the original designers used for Halo. Go to Halo Mods for a series of tutorials.

You've got a lot of downloading to do, my friend.

I wouldn't make that your first map - it will require crap loads of work and is bad to start with.

Within paint shop, make an image, 512x512. Unlike the guy's video, don't paint the grey outline. Instead, draw some dirt paths or something to that nature. When you're satisfied...go to the menu at the right where it says layers. In the middle of the toolbar in that window is a mask. It's called mask show all. Click it. Select okay. Go to the upper right and get black on your palette. Outline around the paths, and the border of the map, filling it in completely. After that, go to layers, load/save mask, save mask to alpha channel. Then go back to...well, actually I'm basically doing what the guy says. I'm not trying to be mean or rude but there's no way I'm gonna repeat everything he said in the tutorial. Just play a few seconds, listen a bit, but watch the movement of the pointer that he does, pause and figure it out, and then move on. Whenever he says to do something, watch where his pointer moves and you'll get an idea of where to look.

My first map was a simple square, hills on either side, with one single base in the middle. Basically, the first map you will make will take you a long time if you're not adept at these programs. My first took about 3 or 4 hours cuz I sat trying to follow the video...

Anyone else got time and want to take a crack at writing a step-by-step to making a map? No doubt it'll get stickied. I just don't have time... :(

Oh, and you may want to think up a new level - New Mombasa Classic is exactly like that: freeways and office building with a sewer system and stuff. Not only is your idea similar, it's by far one of the best and most popular custom maps.
