No, I mean where would a Heroic, Legendary, or Mythic Member without a base prefix in their forum title be placed amongst a Heroic, Legendary, or Mythic Member with any base prefix.
If someone doesn't have a prefix, it's simply because they don't yet qualify for one. If a user hasn't met the criteria to obtain a certain prefix, or are tied for multiple ones, they most likely will remain without a prefix until they qualify for any specific one.
As far as 'ranking' them amongst member titles with prefixes, I'm not entirely sure. I would imagine that someone without a prefix isn't necessarily lower 'ranked', but they just haven't met the requirements for a prefix. For all we know, there could be plenty of users out there without prefixes who are actually above someone with the same member title, as well as a prefix.
