Do you need hot topics or anything to advance in rank? I entirely skipped Honorable, Heroic and Legendary for some reason.
To advance in your base title (Member, Heroic Member, Legendary Member, and Mythic Member), you need to gain enough trust points (a sort of measure of your contribution to or activity on Bungie.net) to achieve the highest possible base title. You don't need to have a hot topic to get a higher base title, although it probably helps. You have not skipped Heroic Member or Legendary Member as you're still a (without a base title) Member.
When it comes to prefixed, it matters on the prefix, as they have different criteria for being given. None of which require the user to create a hot topic.
You probably skipped the Honorable prefix because the criteria for achieving both Honorable and Noble are relatively the same, with the acception of Noble requiring an account age of at least two years. I'm presuming that you're account was already two years old when you skipped to Noble and that your title was recovering from a warning or ban.
