You don't have to be active for Noble, just no bans for two years. You need to be active for Legendary.Actually, you have to be "active" for Noble (otherwise you get the prefix Absent, after two months of complete inactivity). And yes, you need to be "active" for Legendary, but it's a different type of "active" which is measured through a complicated algorithm that gives out a rating for activity, rather than a simple yes or no for the last two months.

For example, I have Exalted and Mythic, making me an Exalted Mythic Member. Similarly, you could be a Noble Legendary Member, if you still had Legendary. The reason you lost it is because of your overall "activity" rating, as mentioned above, also known as Trust Rating, has dropped significantly.
