I was wondering if bungie pays attention to our requests. for example there is a poll about bringing swat to MM that has over 2000 votes. this is a significant number of people. And as of now ive never heard them even mention bringing it to halo 3. Please respond with thoughts or comments I'd love to hear from someone in the know.

We gather feedback. But that's only part of the story. We also have to base our decisions on available data from the game (like veto stats, custom games being played, weapon heat maps, etc). Remember, the forums are a vocal minority of the people who play the game. Listening to only the group think present here is unwise. To be sure, there are lots of valuable insights present here, but at the same time, there are a lot of bad ideas too. Focusing too much on just this forum's feedback gives us things like Rumble Hardcore - a Halo 2 playlist that people played less than Team Tactical.

Thanks for the post but how do they garner feedback and veto data on a playlist that doesnt exist as of now? Therfore the only outlet they have for feedback is aformentioned polls and posts.

Polls can't accurately gather data either. 2000 people on the forums is a very small fraction of the entire Halo 3 community, in addition multiple accounts could've been created to vote. The only real way to see if SWAT would work would be to add it into matchmaking. And deal with it accordingly after a certain amount of time and data is recorded.
