You need content that is helpful for:

a) The Forum at hand;
b) The Community.

Such as guides on how to get around, FAQs, Custom Game lists, and so on. But there's really no point in making threads for the specific aim of a sticky.

Only Becausae I'm Awesome

Forum Tutorials --- WATCH THEM AND LEARN

To make a thread in a forum become a sticky, you have to first go into the thread that you want stickied, then click the button with the word Pin on it. It should now be sticked to the top of the forum pages for all time, or until you unpin it.

The unfortunate part for you though, is that the Pin button is only available for the moderators and bungie staff.

It was a cold day near the southern base in Blood Gulch. Cortana and I were relaxing over a game of Go Fish, WHEN OUT OF NO WHERE 700 BANSHEES CAME FLYING IN!!! I GRABED MY SPARTAN LASER AND LET HELL REIGN DOWN UPON THEM. I HOPPED IN THE NEAREST WARTHOG AND TOLD CORTANA TO GET IN.

To have a thread become a sticky it needs to benefit the Bungie forums as a whole. The mods decide that. If they think that it's worthy, then they'll sticky it to the top of the page so it can be viewed for eternity.

Note: It has nothing to do with number of posts, lenght of first post, or who posts there. The decision is totally up to the mods, and getting a large number of useless posts will just decrease its chance of being stickied.

Well, I think they go strickly on a post by post basis. Even if you are public enemy #1, if you can post, they may sticky it if it's good enough.

The Rip Saw lives, lol. I think it just depends on how popular your thread really is. If it has a lot of activity, it may be stickied. Even if it does have a lot of activity, doesn't mean it will be stickied.

Usually if a thread is stickied, it is because it adresses a specific issue that other people keep posting about and clog up the forums. EX: the "easter egg" sticky
the "List cheaters here" sticky
and the imfamous "Introduce yourself" sticky

I've only had one sticky ever, and that was unstickied a couple months back... But yes, stickies are threads that are important to the community and are normally popular posting spots (i.e. the 'introduce yourself' thread).

The mods have their own criteria for this.
