Trying something once will increace your chances of success, because you tried it. Try someting twice, and your chances increase yet again - seeing as you've done it. Try something a few thousand times, and your chances of success is exponentially increased; this increase would likely provide success every time

Probably just a 'glitch' in the system. Clear your cache, all temporary internet files, and cookies, then restart your internet browser. This should allow you to post threads in the Halo 3 Forum again.

Edit: Sorry, misread; thought you said Halo 3 Forum, not Halo 3 Files Forum. Listen to littlerat.

The only way to make threads in the Halo 3 File forums is to go to your file share page here on bungie.net and hit the publish to community forum option. It will then take you to a page where you can make the post as you would normally.

For screenshots, you'll need to go to recent screenshots, and save the shot you want to make a thread of to your service gallery. And then it should work similarly to the file share publishing.

Listen to him.

You're not supposed to make threads in the files forums unless you are publishing a Halo 3 file...

What?

It's early; I ended up reading the question wrong. I didn't see the 'Files' part.
