Trying something once will increace your chances of success, because you tried it. Try someting twice, and your chances increase yet again - seeing as you've done it. Try something a few thousand times, and your chances of success is exponentially increased; this increase would likely provide success every time

You don't. You upload it to your fileshare, then eventually, they may see it, and play it. There is no submission process, just sheer luck.
whats stupid about that is that people do neat stuff and get recon, even though other people did the same thing around the same time, but bungie overlooked their profile. one thing in the bungie favorites was a screenshot of a guy flying a banshee that was missing its top half. i took a similar picture from another game around the same day. :(
As I said, luck. But quiet honestly, there isn't any other way. There are a handful of Bungie guys, most of which are working, and a million or so Bungie.Net users. They can't look at everything, every time something is uploaded, that would just be ridiculous.
