Halo Dedicated Server (DS) uses UDP port 2302 as default unless you tell it to use otherwise in the start-up commands (if you dont know how to change this it will be UDP 2302).
Your Halo Game client has network settings for the client side network port, plus the halo game client has an inbuilt halo server so there is also a setting in for a server port. These two ports should be set to something different just so your computer and networking devices (modem, router, etc) are not confused. Therefore in the Halo Game client change the client port to 2307, and the server port to 2305.
This will ensure there is not network conflict.
If you are behind a Firewall:
If you are behind a filewall you will need to open UDP ports. Assuming you have changed your config to that defined above open;
UDP 2302 (incoming)
UDP 2305 (incoming)
UDP 2307 (outgoing)
If you are behind a Router and have a public IP Address Range: ie (10.x.y.x or 192.168.x.y etc)
You may need to set the firewall setting above.
You will now need to ensure you enable port forwarding, or whatever your network router/modem calls this service. It might be called network mirroring, Virtual Server or Virtual ports etc. Port forwarding is the common technical term.
First you will need to confirm what the IP is of the machine the Dedicated Server is running. This can be done at the XP command line using the command ipconfig.
For this example I will assume your Dedicated Server PC is 192.168.2.2 and the port settings are set as detailed above.
Now setup port forwarding (mirroring) for the Server ports (the incoming UDP ports)
UDP 2302 to 192.168.2.2
UDP 2305 to 192.168.2.2
